check-unknown-symbols

Check for unknown symbols in collation rules.  This is useful to detect
broken locales since unknown symbols are always wrong.

  * debian/control.in/libc: add more conflicts against shared libraries with

  * debian/tests/upstream-testsuite: disable biarch testsuite for i386
    autopkgtest as the i386 debci runners are not powerful to run all the
    testsuites within the default timeout.
  * debian/patches/git-updates.diff: update from upstream stable branch:
    - Remove an extra semicolon in math function declarations in
      bits/mathcalls.h.  Addresses: #1099232.
    - Move environ helper variables next to environ definition to help with
      statically interposing getenv.  Closes: #1099217.
  * debian/control.in/main: add conflicts against unscd.
